The setting up of a democratic and independent Slovenian state was a key part of the DEMOS political programme, which enjoyed powerful popular support at the plebiscite held in December 1990. The new government wanted to carry out this most important national and political project in a democratic, lawful and peaceful way; however, it also prepared for military protection of the decision in favour of democracy and independence.

I am pleased and proud that the first democratically elected government successfully implemented its part of the independence project. At that time, we fought for "the right to be"; today, prior to accession to the EU, Slovenia discusses the common European future in a sovereign way. The decision in favour of an independent Slovenia meant breaking with an undemocratic order and, at the same time, a decision in favour of those values and principles from which after the Second World War the democratic part of Europe developed.
