Slovensko

Proclaiming that a plebiscite be held on the basis of the permanent and inalienable right of the Slovene people to self-determination, and in compliance with the provisions of the international Covenant on Civil and Political Rights, to establish the will of the people as to whether the Republic of Slovenia should become a sovereign and independent state with all the rights and obligations resulting from such status, the Assembly of the Republic of Slovenia desires to voice its good intent:

1. Through the plebiscitary will of the Slovene people, the Italian and Hungarian minorities, and all other voters in the Republic of Slovenia, Slovenia should finally and actually become a sovereign, democratic state guided by social well-being and the rule of law. It shall be based on human liberties, work and entrepreneurship, on social justice and safety for all, on responsible behaviour in relation to protecting environment, and on the best of Slovene and European democratic traditions. In this respect, it shall promote and develop political parliamentary democracy and shall sovereignly decide on the allocation of the income it generates, thus contributing to a better and more efficient solution of existing problems and the achievement of a new prosperity.

The Slovene state shall guarantee its Italian and Hungarian minorities that within an independent Republic of Slovenia they shall enjoy all the rights that are laid down by its Constitution and laws, as well as international agreements signed and recognised by the Socialist Federal Republic of Yugoslavia. Likewise, it shall guarantee members of all other nations and nationalities the right to overall cultural and linguistic development, and to all those who have their permanent residence in Slovenia that they can obtain Slovene citizenship, if they so desire.

On the basis of international covenants and its natural right, the Republic of Slovenia shall continue to take care of and advocate the rights of ethnic Slovenes who live in neighbouring countries, as well as the world over.

2. The establishment of an independent Slovene state, based on the right to self- determination, is not directed against anyone, either within Yugoslavia or beyond its frontiers. Slovenia recognises the same right of the other peoples living within the Socialist Federal Republic of Yugoslavia. The plebiscitary will of the people in favour of Slovenia's independence should offer the Republic of Slovenia an opportunity to create the democratic foundations for all Yugoslav peoples, on which they can settle mutual relations within a possible Yugoslav confederate or economic community, or any other suitable form of relationship. Th Republic of Slovenia thus assumes its share of responsibility for democratisation over the entire territory of the present Yugoslav state, including towards the international public. The Republic of Slovenia will propose to all other republics within Yugoslavia theadoption of an agreement concerning legal succession, i.e. the division of both the rights and the obligations assumed by the Socialist Federal Republic of Yugoslavia.

3. In the event that the vote of the people should be in favour of a sovereign and independent Slovenia, the Slovene state shall undertake all the necessary steps for the new state of the Republic of Slovenia to exercise in practice its authority over the entire territory of the Republic of Slovenia. Furthermore, it shall observe all principles of international law and, in terms of legal succession, all provisions of international agreements signed by the Socialist Federal Republic of Yugoslavia. It shall strive to become, as soon as possible, a member of the Organisation of the United Nations and other international bodies. It shall apply for full membership in the Council of Europe and the OECD, as well as for suitable ties with the European Community and an agreement with EFTA.

Slovenia shall advocate and promote the peaceful solution of international conflicts. It intends to join the European system of collective security and cooperation, as well as the process of disarmament based on relevant international guarantees. As an independent state, Slovenia desires to make its contribution to the process of creating a new Europe, and thus directly to participate in the implementation of the Paris Agreement.

The plebiscite on the sovereign and independent state of Slovenia is committed to the best traditions of humanism and civilisation, Slovenian and European history, and a pleasant future for Slovenes and other citizens of the Republic of Slovenia.
