The new Slovenian state and its constitutional order have tried to
establish themselves on the firm basis of a several hundred years old
Balkan-type relationship towards the state, marked by a pre-modern,
authoritarian and anti-liberal stance. It is also asserting itself
after the expiry of fifty years of Communist rule which means a
specific historical form of denial of the principal European
democratic and constitutional traditions. In my view Slovenia is
among those unfortunate transition countries which, after ten years,
have so stagnated in their democratic development, that it is a
typical case of "democracy with a broken backbone". I therefore,
without hesitation, advocate a prompt, comprehensive, and consistent
integration of Slovenia into the auspices, under the supervision and
protection of the European constitutional order.
